What you will do
• Provide SH&E regulatory support to EM facilities, business and projects in China, including Lubes Plants, Chemical MGV project, Upstream, Facilities Management, Shanghai Technology Center and new facilities added in the future
• Coordinate in country SH&E Regulatory Network to support compliance processes and promote lesson learn/best practice among sites
o Utilize consultants/sites resources to monitor SH&E regulatory development
o Working with sites/Law on regulatory interpretations & guidance
o Support performing gap assessments and assist in the development of gap closure plans
o Facilitates when needed collaboration with other Regional SH&E networks
• Identify and implement enhancement opportunities for SH&E Network and its process
• As necessary, support developing Compliance Plans to assist the businesses implement new or revised regulations and prmits
SH&E Advocacy
• Trade Association contacts for SH&E, Responsible Care Committees and participate in specific taskforces when needed; Take up leadership position at committees/task forces as appropriate
• Participate in China Regulatory Development Steering Committee (RDSC) and take leadership role of SH&E issues both internally and externally
• Take leadship role of SH&E related issues, develop and implement SH&E advocacy plans by utliziing GBU resource and expertise as necessary
o Advocate ExxonMobil positions on SH&E regulatory issues to regulatory agencies primarily via trade associations
o Focus on use of accurate data, science-based principles, appropriate interpretations of statutory requirements, and risk and cost benefit analyses. Activities include developing comment packages, working with sites to assess rule impacts, and supporting litigationissues to help drive reasonable rulemaking and regulatory interpretations
• Participate in regional and other relevant SH&E networks as necessary to leverage regional resource / expertise
• Contact COEs (Air, Waste, Environmental etc.) when needed to support SH&E regulatory issue resolution
• Support ExxonMobil GBU, P&GA advocacy with SH&E regulatory principles, messages or datapoints as situation warrants
Others
• Suppport China Green House Gas Issuse Management Team with technical expertise
• Assist businesses in managing agency enforcement actions, as necessary, using available SH&E, P&GA and Law resources to minimize exposure to ExxonMobil and to maintain the company's positive image by both the environmental/safety/health agencies and the public.
• Participate in external SH&E assessments
• Support RDSC coordination/administration work
• Ad-hoc activites/taskforce as assigned
About you
• In-depth knowledge of China SH&E regulatory system including regulatory structure, interpretation of law and regulations, responsible agency etc.
• Analytical skills to analyze/ assess impact of new regulations
• Ability to convert general ideas/issues into EM actional plans
• Ability to communicate with and influence various internal/external stakeholders
• Negotiation skills for promoting company positions with trade associations/agency
• Willingness to learn and develop new competency / skills
• Fluent in Mandarin and in English – Read, write, speak
• Flexibility in work location is preferred
