    Duties

    Summary

    This position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue, Coordination, Enforcement, Valuation & Appeals (CEVA), Appeals & Regulations, Regulations located in Lakewood, CO. NOTE: This announcement may be used to fill additional vacancies within the Office of Natural Resources Revenue.

    Responsibilities

    • Reviews existing regulations, prepares position papers, drafts regulatory documents.
    • Administers the ONRR portion of the OMB information control process.
    • Develops and prepares regulatory documents to ensure effective royalty management of Federal and Indian mineral leases.
    • Researches regulatory precedents and other program authority in support of recommendations to improve ONRR.
    • Provides advice and expertise on regulatory issues to program personnel within ONRR to encourage consistent conformance with law and policy.
    • Assists in the analysis and formulation of recommendations on issues pursuant to mineral-related litigation.
    • Aiding in the preparation of affidavits and responses to interrogations involving minerals in coordination with the Solicitor?s Office.

    Qualifications

    At the GS-13 level, you must meet the following qualification:

    One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience developing or reviewing mineral-related regulatory and/or legislative documents; experience following government-wide or organization wide procedures to issue mineral-related regulations, policies, rules, procedures or information collection requests; or experience drafting mineral-related regulations, policies, rules, procedures or information collection requests.

    A written test is not required.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    Telework Suitability:

    The Office of Natural Resources Revenue has determined that the duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisory approval, and if they meet the eligibility criterion in the 2010 Telework Act.

    Stipulations of Employment:
