Permit & Compliance Advisor - Perth, WA - 12 month contract (ongoing)

Chandler Macleod, in collaboration with Santos, is currently seeking an experienced Permit & Compliance Advisor to act as the focal point on permit related matters (i.e. Titles, Dealings, Joint Venture correspondence), JVOA interpretation and drafting of agreements.

This position is responsible for the overall management of Exploration Expenditure Analysis, Budgeting and Reporting and supervises the day-to-day work of the Permit and Compliance Assistant.

About the Role

  • Responsible for managing Santos’ Offshore Joint Venture Databases to ensure all permit related information is accurate (i.e. Titles, Dealings, work programme obligations, contact details, acreage information).
  • Responsible for providing commercial and regulatory input to exploration managers to ensure compliance with joint venture operating agreements and government regulations.
  • Responsible for providing commercial input to exploration managers to achieve the best commercial outcomes for Santos such as identifying cost saving opportunities.
  • Responsible for ensuring that all regulatory (NOPTA & DMIRS) obligations are met in a timely manner, through:
  • Maintaining a schedule of upcoming regulatory milestones and obligations
  • Drafting government correspondence such those required to modify permit conditions
  • Working with the Offshore Exploration and Development teams to ensure joint venture activities are in compliance with regulatory requirements
  • Primary interface with NOPTA and DMIRS managing both communication and regulatory/reporting compliance
  • Support Financial Assurance requirements from Joint Venture Partners for retrospective and future Environmental Plan– interface with HSE
  • Responsible for collating overall Exploration Expenditure Analysis, Budgeting and Reporting; Permit budgets and expenditure for the Exploration Department. Manage and track all expenditure on a monthly basis.
  • Coordinate the collation of the cost data required for inclusion in Exploration work program and budgets and communicating to JV Partners.
  • Working with the Exploration team to ensure joint venture budget activities are within time restrictions and compliant with JOA requirements.
  • Management of internal and external AFE life cycle; coordinate with Offshore Division Finance team for creation, approvals, monitoring, reallocations, distribution to JV Partners and closure.
  • Responsible for all purchase requisitions and purchase orders for the Exploration Department
  • Provide and coordinate financial data to support various applications with external Parties (NOPTA, etc.)
  • Report on Exploration Time-writing allocations for department staff and applicable reports.
  • Monthly AFE allocation documentation updated and circulated, fielding queries from personnel
  • Distribute Current Time-writing AFE’s report to Offshore Exploration leadership team
  • Permit Management and Support Services Time-writing allocation report managed
  • Coordinator the review and analysis of C&BD/Mktg Total Perth Costs monthly Department report – Actuals versus Budget Department Costs.

About You

  • Accountancy Degree, Bachelor of Business, Science, Engineering, or equivalent.
  • Sound understanding of finance and accounting principles.
  • 3-5 years’ experience in Cost Control
  • Knowledge and understanding of Joint Venture and commercial agreements.
  • Working knowledge of SAP.
  • Good working knowledge of Microsoft Office packages.
  • Advanced use of Excel.
  • Good written and verbal communications.
