    Duties

    Summary

    The Machinist position is in the Maintenance Section of the Engineering Maintenance and Operations Section. The incumbent receives little or no detailed instructions in the performance of assigned tasks. The Machinist must have education and experience as a journeyman machinist which indicates an extensive knowledge of the work practices, methods, and requirements of the machining trade.


    Responsibilities

    The Machinist plans and lays out the work to be performed on a particular task such as the ordering of material to install or replace compressor systems for medical air and vacuum systems. The incumbent is able to manufacture difficult to obtain or obsolete parts to repair critical equipment/systems. The task(s) are more complex in nature and require a broad knowledge of pipefitting. The incumbent's duties include, but are not limited to:

    Manufacturing
    • Manufacture, repair or rebuild parts from raw stock of different metal and metal alloys and/or other material (rubber, plastic, nylon, etc.) using conventional machine tools and, if available, computer numerical control (CNC) machine tools for precision handwork.
    • Use conventional and CNC machine tools such as lathes, vertical and horizontal boring mills, bench/plain/universal milling machines, shapers, planers, internal and external grinders, thread cutters, and radial drills.
    • Maintain knowledge in all auxiliary tool attachments/accessories.
    • Use blueprints, sketches, work orders, models of parts, and/or other specifications to determine correct machine(s) and accessories to be used in each step of the process to manufacture the required part.
    • Perform precision handwork to finish, fit, and assemble machine parts using a variety of finishing processes.
    • Use precision measuring instruments such as Vernier calipers, inside/outside micrometers, surface/height gauges, dial indicators/comparators.
    • Use and understand shop mathematics/handbook formulas in the computation and verification of dimensions in the planning, lay out and final dimensional checking of parts manufactured.
    Installation
    • Receive general information as to the arrangement of a new system, schedule completion date, size and capacity of equipment to meet the objective of the project.
    • Perform pipe welding to systems operating at high pressure and high temperature.
    • Adjust and install all devices used in systems designed to deliver steam, domestic water, natural gas, fuel oil, medical gases, chemical treatment, etc.
    • Use manufacturer's specifications to adjust and program computer control devices which make up critical systems such as the medical gas, service air and emergency generator systems.
    Maintenance/Repair
    • Maintain and perform preventive maintenance on extremely complex systems such as the emergency generators. (Systems incorporate multi-duty fuel tanks which require complex piping that utilizes solenoid valves and flow restrictors to regulate and control fuel distribution to four generator sets simultaneously.)
    • Instruct others on the process to be followed in making piping changes.
    • Perform maintenance on all air handlers and exhaust fans.
    • Repair multiple pump and compressor systems such as the domestic water boosters, primary chill water pumps, secondary chill water pumps, medical/surgical vacuum, medical air compressors, dental evacuation system, service air compressors, centrifugal chillers and reciprocating chillers.
    Troubleshooting
    • Use computerized advanced machinery analyzer balancer which provides vibration and temperature analysis at the machine when a potential problem is detected during routine periodic measurement activities.

    Work Schedule: Monday-Friday - 7:00AM-3:30PM
    May be required to work some evenings and weekends.

    SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. The screen-out element for this position is the 'Ability To Do The Work Of The Machinist Without More Than Normal Supervision'. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements - The duties of this position require physical exertion involving lifting, pushing, pulling, standing, stooping, bending, reaching and carrying objects of varying weights (40-50lbs), sizes, and shapes and will use proper weight/material handling equipment and/or assistance from other workers as required. Physical effort is exerted in walking and depending on urgency/difficulty/location of task, may include running, climbing and crawling.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
